The Dodge and Melee Defense skills modify damage when compared to the attack skill (Pistol, Rifle, or Melee) of an opponent. For example if someone attacks you from range, and their Rifle or Pistol skill is greater than your Dodge, there is a chance of a critical hit, damage bonus etc being applied. If your Dodge skill is higher than their Rifle or Pistol skill, then you take standard damage. Melee Defense works in the same way, only when using melee weapons. Dodge and Melee Defense never make you miss completely and have a cap on how much they can reduce or increase damage.
